OPENVERSE High-Level Policy Dialogue “To Trust or Not to Trust? How to Build a Trust-by-Design Architecture for Europe

The OPENVERSE high-level policy dialogue convened online on Monday, 27 October 2025 brings together policymakers, innovators and researchers to debate the architecture of Europe’s virtual worlds. As highlighted in the latest Strategic Research and Innovation Agenda, trust, human oversight and adaptive governance are central to building immersive environments that reflect European values.
For this policy dialogue, we are honoured to have Emanuela Girardi, president of the AI, Data and Robotics Association (ADRA) giving the opening keynote.
Based on the two policy briefs developed within the OPENVERSE project, this online dialogue will explore:
- How can we institutionalise regulatory sandboxes as a governance tool for open virtual worlds?
- How can we embed identity frameworks, audit logs and trust labels from the start?
